Anthropic announced the opening of a new office in Singapore—its fifth in the Asia-Pacific region—alongside a Memorandum of Understanding (MOU) with the Singapore Ministry of Digital Development and Information. The company described Singapore as one of its most active markets globally, noting that Claude already powers services used by millions of people daily, including work with GovTech Singapore, Grab, and DBS.
The MOU was signed by Kai Fong Chng, Permanent Secretary of the Ministry of Digital Development and Information, and Anthropic co-founder Ben Mann on the sidelines of Singapore International Cyber Week. Minister for Digital Development and Information Josephine Teo and Michael Sellitto, Anthropic's Head of APAC Policy, witnessed the signing. The agreement outlines cooperation in AI safety, security, and model evaluation; research on AI adoption and its impact; and responsible adoption across the public and private sectors.
"We're committed to Singapore for the long term," said Dale Finlay, General Manager of ASEAN at Anthropic, adding that local customers hold AI to high standards of reliability and security. Mann said Singapore has been a leader in responsible AI with a track record of investment in model testing and evaluation, and that the partnership aims to help ensure the transition to powerful AI goes well in the region and globally. Chng said the partnership reflects the government's commitment to scaling responsible AI adoption and deepening capabilities across companies and agencies.
Anthropic's engagement with Singapore dates to 2023, when it joined the Generative AI Evaluation Sandbox run by the Infocomm Media Development Authority and the AI Verify Foundation, followed by a red-teaming project in English, Mandarin, Malay, and Tamil. Under the MOU, the company plans technical exchanges with Singapore's AI safety, security, and assurance institutions on model evaluation, testing standards, and incident response, and to share research and data including from the Anthropic Economic Index.
On adoption, Anthropic said its latest Economic Index ranks Singapore second of 121 countries in Claude.ai usage relative to population, at nearly six times what its size alone would predict. More than 1,500 engineers and technical staff at GovTech Singapore have adopted Claude Code, and the Cyber Security Agency of Singapore is exploring how Claude could strengthen cyber defense. In financial services, DBS works with Claude across use cases including software development and productivity within its security and governance framework, while GIC is rolling out Claude across investment and corporate services teams. Grab powers its BriX sales assistant with Claude, saving sales teams roughly 40,000 hours per quarter; Sea uses Claude for Shopee's customer service chatbot and internal coding; and Supabase is building with Claude Code.
The company also hosted Builder Summit Singapore for more than 300 developers, while local Claude community ambassadors held a meetup for over 700 builders. The Singapore office is now open and hiring.
